The Workforce Housing Challenge in the Bow Valley
Canmore, Banff, and Lake Louise collectively support thousands of hospitality, retail, healthcare, and trades workers — yet the local housing market makes it increasingly difficult for those workers to live close to where they’re employed. The result is high staff turnover, long commutes from Calgary and surrounding communities, and chronic recruitment challenges that affect businesses across the entire region.
Employee housing built on-site or near the workplace is one of the most effective solutions available. ACS also partners with non-profit housing organizations to deliver community and affordable housing in Canmore — addressing the same workforce accommodation challenge from a different angle.
Building in the Bow Valley — particularly within national park boundaries — requires a contractor with the regulatory knowledge, local subcontractor relationships, and project management experience to execute without costly delays.
Our Workforce Housing Projects

Lake Louise Ski Resort — Employee Housing
ACS delivered multi-phase employee housing for Lake Louise Ski Resort, one of Canada’s largest ski operations. The project required careful coordination with Parks Canada, adherence to strict environmental and design standards within the national park boundary, and precise logistical planning given the remote location and a compressed build season.
The result is on-mountain housing that supports staff retention and operational continuity through peak ski and summer seasons.

Charleston Residence — Lake Louise Ski Resort
ACS was engaged by Lake Louise Ski Resort to deliver the Charleston Residences — a multi-phase employee housing redevelopment representing a total investment of $9 million. The project replaces the resort’s original accommodation building with two purpose-built structures, constructed using modular construction methods that maximize quality and efficiency in this remote mountain setting.
Phase 1 — a 29,000 sq. ft. building housing 85 employee bedrooms in 4-, 5-, and 6-bedroom configurations — required extensive pre-construction work from the ACS team, including Parks Canada permitting, value engineering, and coordination of a hybrid approach combining modular units with conventional on-site construction. Boots were on the ground by July 2024. Phase 2 adds a further 25,600 sq. ft. and 76 bedrooms, bringing the development’s total capacity to 161 employee bedrooms across both buildings.
Project partners across both phases include Modus Structures, K&N Architecture, MWS (structural engineering), and DBK (electrical and mechanical). Lake Louise Ski Resort selected ACS on the strength of their established track record navigating Parks Canada permitting and delivering complex construction in logistically demanding alpine environments — the same capabilities ACS brings to every workforce housing project across the Bow Valley region.

Canalta Lodge Banff — Employee Housing, Banff
ACS is currently managing construction of a purpose-built employee housing expansion for Canalta Hotel Group in the heart of the Town of Banff — a $7.2 million project that directly addresses the Bow Valley’s well-documented workforce accommodation shortage. Working closely with Montane Architecture, ACS was engaged as Construction Manager and provided Preconstruction and Constructability Review services during early design development, ensuring the project was optimized for efficiency and buildability before mobilization.
The new addition — two four-storey buildings plus basement, totalling 15,529 sq. ft. — expands an existing multi-family residential complex on Cougar Street, adding 19 residential units across 39 bedrooms. The existing building remains intact, with the south wall serving as the structural connection point for the new construction. Project partners include McElhanney, Brickhouse, Tower Engineering, and Lone Pine.
Delivering a project of this scale within Banff’s tightly regulated built environment requires a contractor who understands the community’s architectural character, approval processes, and the operational realities of building in an active National Park town — the same expertise ACS brings to every workforce housing mandate across the region.
What Sets ACS Apart for Workforce Housing
National Park Permitting Expertise
Construction within Banff and Yoho National Parks operates under a distinct regulatory framework. Parks Canada building permits, heritage and environmental standards, and design guidelines require experience to navigate efficiently. ACS has successfully completed projects within both park boundaries and understands how to plan, submit, and execute within Parks Canada requirements — without the delays that derail less experienced contractors.

Pre-Construction Planning
The complexity of remote and national park construction makes pre-construction planning especially critical. ACS invests heavily in the planning phase — site assessments, permit timelines, material pre-ordering, and subcontractor scheduling — so that when the build window opens, the team executes without costly surprises. Read more about our pre-construction planning approach.
Construction Management
For larger or more complex workforce housing projects, ACS provides full construction management services — coordinating all stakeholders, trades, and timelines under a single point of accountability. This is particularly valuable for employer clients who need to stay focused on their operations rather than managing a construction project directly.
Local Subcontractor Network
ACS maintains a trusted network of Bow Valley tradespeople who are familiar with local conditions, available to mobilize quickly, and committed to the quality standards that resort and workforce housing demand. Local trades also mean faster response times when issues arise during construction and after occupancy.
Compressed Build Windows
Resort operators often have narrow windows for construction — outside peak season, between operational periods, or tied to staff arrival timelines. ACS builds realistic schedules and manages trades to meet them, so housing is ready when it needs to be.
Employee Housing Across the Bow Valley
ACS delivers employee and workforce housing construction across the Bow Valley, including:
- Canmore — workforce housing for local employers and essential service workers
- Banff — staff accommodation within and adjacent to Banff National Park
- Lake Louise — resort employee housing with Parks Canada compliance expertise
- Yoho National Park — resort and lodge renovation with Parks Canada permitting
- Surrounding communities — Exshaw, Dead Man’s Flats, and Harvie Heights
Whether you’re a resort operator, a hospitality business, a healthcare employer, or a municipal authority, ACS has the verified track record to deliver housing that helps you recruit, retain, and house the people who keep the Bow Valley running. Frequently Asked Questions
Can ACS build employee housing within Banff or Yoho National Parks?
Yes. ACS has completed projects within both Banff and Yoho National Parks, including compliance with Parks Canada approval processes, environmental standards, and design guidelines. We know how to plan and execute within the park boundary without the permitting delays that can affect contractors without this experience.
What types of workforce housing does ACS build?
ACS builds a range of workforce housing types, including multi-unit staff accommodation, apartment-style units for longer-term residents, and phased developments that can scale with a growing workforce. We also bring expertise in resort property renovation, where existing accommodation needs to be upgraded or expanded. We work with each client to determine the right approach for their operational needs and site constraints.
How long does a workforce housing project typically take in the Bow Valley?
Timeline varies significantly based on project scope, site access, and permitting requirements — particularly within national park boundaries, where Parks Canada approvals add lead time that must be built into the schedule from the outset. ACS develops detailed pre-construction schedules that account for these factors, so clients have a realistic picture of delivery before a shovel goes in the ground.
How does ACS manage the risks of remote site construction?
Pre-construction planning is where risk is managed, not on-site after problems arise. ACS conducts detailed site assessments, pre-orders long-lead materials, and establishes subcontractor commitments before mobilizing. Our experience across multiple remote Bow Valley projects means we’ve encountered — and solved — the logistical challenges that catch less experienced teams off guard.
Does ACS work with employers directly, or only through developers?
Both. Some workforce housing projects are employer-led, where the business manages the development directly. Others involve a developer or housing organization as the project client. ACS is experienced working within both structures and adapts our approach accordingly.
How does employee housing in the Bow Valley differ from standard residential construction?
The key differences are regulatory complexity (particularly within national park boundaries), remote site logistics, compressed timelines tied to operational seasons, and the need for durable, low-maintenance finishes suited to high-occupancy use. These aren’t considerations ACS adapts to mid-project — they’re built into our planning from day one.
